Unhealthy church culture is ultimately a theological problem.
For a church to have a culture of leadership development, the church must see mankind rightly.

Making leaders in the local church must be an activity of training leaders to be humbly dependent, not willfully independent. Powerful leaders can be produced in a church that unabashedly embraces the powerlessness of independent man.
