Men like Cavour, Bismarck, Napoleon III or Disraeli recognized that the preservation of order and stability required radical measures to co-opt the masses into support for the state. They also realized that nationalism was becoming increasingly powerful, indeed unstoppable, and in their different ways they were determined to exploit it for their own purposes.
