from 1816 through 1820 no fewer than 518 hangings took place in England and Wales. There were 364 from 1821 up to the end of 1825, and 308 from 1826 to 1830. This compared to an annual average of only four or five in Prussia, whose population at the time, at 16 million, was about the same as that of England and Wales.
