One JV Joshi, in his letter of resignation from the Nizam’s Executive Council, wrote that law and order had completely broken down in many districts and that the Nizam’s Police—comprising almost exclusively of Muslims—was colluding with the Razakars in loot, arson and murder of Hindus, and molestation and rape of their females.
