A country emerging from layers of feudalism had necessarily developed a system of networks. For a time, caste networks ruled. Everyone was affected. The poorest Brahmin in Mustafabad or Rae Bareli was secure so long as Pandit Govind Ballabh Pant was UP’s chief minister.
