Seven thousand Portuguese labourers had constructed no fewer than three lines across the 29-mile Lisbon peninsula, including 165 fortified redoubts, defended by 628 guns.96 The Royal Navy established a telegraph system for rapid communication along each of them and the flanks were covered by gunboats anchored in the River Tagus and the sea.
