It is a myth, however, that Napoleon was a believer in pan-Europeanism; in 1812 he propagated the idea that he was the defender of European Christian civilization, holding back the barbarian Asiatic hordes of Russia, and made much of the idea of European unity when constructing his legacy, but his Empire was always primarily a French construct, not a European one.
