Organizational and technological improvements in western armies and navies meant they were starting to outperform Ottoman forces. The corruption characteristic of eighteenth-century government and administration had been curtailed in most of Europe, but it continued among the Ottomans. In Constantinople (Istanbul), the Ottoman capital, the sultans found it increasingly difficult to impose their authority. Local and regional leaders were gaining increasing autonomy in many parts of the empire.
