It was constantly at risk; in an earlier generation the dramatist Antonio Gil y Zárate (1793–1861) noted cynically that ‘a government job is nothing more than a way of having an income without doing anything . . . talent is irrelevant and . . . the whole business is reduced to whether the person who has the job is a friend or not’.
Many would argue it still holds true today
