The pretense all along was that we were defending ourselves from the Russian threat—an absurd explanation that generally went unchallenged. A simple test of the thesis, again, is what happened when any conceivable Russian threat disappeared: U.S. policy toward Cuba became even harsher, spearheaded by liberal Democrats, including Bill Clinton, who outflanked Bush from the right in the 1992 election.
