Perhaps the most startling were revelations about Carol Howe, a paid informant for the ATF and the FBI, who from June 1994 until March 1995 had infiltrated EC, the ARA and other groups in an ATF investigation deemed investigation “SIGNIFICANT/SENSITIVE,” meaning it had potential national security implications.
