As fate would have it, on the same day McVeigh arrived at Tinker, the villainous Dr. Jolly West, then head of UCLA’s Neuropsychiatric Institute, showed up in Oklahoma City to coordinate a psychological trauma team for survivors and first responders on behalf of the American Psychological Association (APA). The trauma team, along with several other disaster relief initiatives, used Tinker as a coordinating and staging site.
