In Experimental Wolf stories, West’s presence in OKC so soon after the bombing implied something much darker: his charitable activities there were simply a cover to manipulate the memories of critical eyewitnesses and shield his secret visits with McVeigh, whom he set about mind controlling until McVeigh, as obnoxiously as possible, confessed to being the Lone Wolf mastermind and (thanks to West) believed his own false confession wholeheartedly.
