On March 17, 1995, Gagan informed his handlers that he had met with some of the conspirators at a motel room in Las Vegas where they had reviewed drawings of the Murrah building. Based on this and other information, the U.S. Marshalls issued a general warning to their regional offices that federal courthouses and government installations may become targets of terrorist attacks.
