For the moment all I want to note is that social scientists themselves characteristically and for the most part do in fact adopt just such a tolerant attitude to counter-examples, an attitude very different from that of either natural scientists themselves or of Popperian philosophers of science and to leave open the question of whether their attitude might not after all be justified.
