In the case of a raffle, one way to plead ignorance would be to assume what’s called the “uniform prior,” which considers every proportion of winning tickets to be equally likely.* In the case of the Berlin Wall, an uninformative prior means saying that we don’t know anything about the time span we’re trying to predict: the wall could equally well come down in the next five minutes or last for five millennia.
