Poor southern whites were born in slave states, reared on unfree soil, and, according to a growing number of public commentators, they suffered from a degenerate pedigree. They did not act like freemen. In Helper’s view, their ignorance and docility had made them worse than Russian serfs, when they compliantly voted the “slaveocrats” into office time and again.
