It is solely based on how the white majority and dominant culture define and discuss race and racism. Some fail to realize that the dictionary operates like a mirror, merely reflecting how we already commonly use language. The dictionary’s definition of a particular term does not mean it is the most insightful use of a term; it is just a commonly understood way of using it.
