I think that you can say that all over the world now the institution of the prison serves as a place to warehouse people who represent major social problems. Just as there is a disproportionate number of Black people in US prisons, there is an equally disproportionate number of aboriginal people behind bars in Australia. Getting rid of the people, putting them in prison is a way not to have to deal with immigration in Europe.
