My encounters with law enforcement growing up were certainly frustrating; I was getting hassled for the past behavior of other blacks. But that doesn’t necessarily make those encounters arbitrary or unreasonable. After all, perceptions of black criminality are based on the reality of high black crime rates. I say that as though it’s a given, and it is a given in the real world.
