It provided in Article 1 that there could be no change in the status of the North without the consent of the majority. Articles 2 and 3 went on to state, however, that ‘determined efforts would be made to resolve any differences’ under the framework of the intergovernmental conference. In Article 3 it was stipulated that it was expected that the conference would meet regularly at ministerial or official level with a permanent secretariat.
