The road to Utopia is clear; it lies partly through politics and partly through changes in the individual. As for politics, far the most important thing is the establishment of an international government—a measure which I expect to be brought about through the world government of the United States. As for the individual, the problem is to make him less prone to hatred and fear, and this is a matter partly physiological and partly psychological.
