It may also involve creating such onerous participation rules that would-be users are discouraged, or charging such excessive fees (or “rents”) that the profit margins of potential participants are reduced below sustainable levels.3 The choice between open and closed isn’t a choice between black and white; there is a spectrum between the two extremes.
