The people in the room included General Richard Myers, acting chairman of the Joint Chiefs of Staff; Stephen Cambone, Rumsfeld’s undersecretary for intelligence; Victoria Clarke, a Pentagon spokeswoman; and a Pentagon lawyer. Cambone and Clarke took notes with pen and paper.
