It was not that Stalin did not believe Hitler would attack, just that he thought he would not dare to do so yet. In fact, the reason why Stalin had personally overseen trade with the Nazi administration had been to keep a close eye on the Germans while the Soviet army was rapidly rebuilt and modernised.
