When Prohibition was repealed, the problem of abuse was still there, and those dependent on alcohol were still there, along with the associated stigma of alcoholism. Possibly the major legacy of Prohibition was the development of underground crime syndicates. When no longer needed to provide alcohol, they took on other illicit activities— gambling, prostitution, and later, drug trafficking.
