Keitel, Bormann and Himmler instructed the military, Party officials and the SS to defend every town to the last man and reject all offers to surrender. Himmler told the SS to shoot all men ‘in a house where a white flag appears’, dropping his earlier reluctance to impose collective reprisals on Germans.
