The Kremlin has a law which compels the government to protect ‘ethnic Russians’. A definition of that term is, by design, hard to come by because it will be defined as Russia chooses in each of the potential crises which may erupt in the former Soviet Union. When it suits the Kremlin, ethnic Russians will be defined simply as people who speak Russian as their first language.
