Russia is at a geographical disadvantage, saved from being a much weaker power only because of its oil and gas. No wonder that in the will attributed to Peter the Great (but possibly written for political purposes) he advised his descendants to ‘approach as near as possible to Constantinople and India. Whoever governs there will be the true sovereign of the world.
