Moldova presents a different problem for all sides. An attack on the country by Russia would necessitate crossing through Ukraine, over the Dnieper River and then over another sovereign border into Moldova. It could be done – at the cost of significant loss of life and by using Odessa as a staging post – but there would be no deniability.
