According to the official operations report, “Allied intelligence benefited considerably by the fact that both the Japanese Naval Attachés who served in Berlin during this period were men of exceptional competence.” They produce comprehensible and accurate descriptions of technical equipment, and “their occasional ventures into German strategy and defense were of a considerably higher order than ordinarily encountered in the attaché field.” The JMAs are messages from other Japanese military attachés around the world. Fifty or sixty of these messages are broken every day. The primary value of these messages is the material on the Allied order of battle, which proves most helpful to Allied countermeasures. It was from this source that the Allies receive the report of the military attaché in France after he accompanies his ambassador on a tour of coastal defenses.
