In September 1944, Japan still finds herself mired in a war with China—a nation too large for her to conquer, occupy or pacify. The Japanese Supreme Council for the Direction of the War understands that the war is not going in Japan’s favor. So the question now will be how can Japan keep China under control in the postwar years so that China does not threaten Japan.
