When the news reaches Admiral Anderson, the Director of Naval Intelligence, and Adm. Leigh Noyes, the Director of Naval Communications, they are furious with Marshall for not consulting them. They believe Marshall is giving up too much without getting anything in return—they want the British machine that breaks the German Enigma code.
