“Let me tell you what I think of the partisans in the Balkans. Tito’s followers have received lots of help from England, America and Russia and are now a rather powerful force. We are trying to quell them, and we have sent relatively superior troops to that area, but the geography is so bad that we can only get at them when we find some of them massed in a favorable spot. I imagine that the Japanese forces in China run up against this very sort of thing.
