That must also have been in Polybius’ mind when he chose to insert into his Histories a long digression on the strength of the Roman political system, as it was at the time of Cannae. His overall aim was to explain why the Romans had conquered the world, and part of that explanation lay in the strength and stability of Rome’s internal political structures.
