Rome was the only place in the ancient Mediterranean where the state took responsibility for the regular basic food supplies of its citizens. The Greek world, by contrast, had usually relied on occasional handouts in times of shortage, or sporadic displays of generosity on the part of the rich. But food distributions were only one of Gaius’ many innovations.
