The complex system of property valuation entailed in the census is inconceivable in the early city; and the elaborate structures of the centuriate organisation in both army and assembly are totally out of scale with the citizen body of the regal period and with the likely character of its warfare (this isn’t how you conduct a raid on the next-door village). Whatever changes in fighting or voting might have been instituted under some ‘Servius Tullius’, they could not have been anything like what Roman tradition claimed.
