To one returning skipper he ludicrously claimed, “SUBPAC has never had a premature explosion.”65 The Bureau of Ordnance was intolerant of criticism and sought to turn it back on the fleet by blaming reports of malfunctions on skippers, crews, and torpedo handlers.
