The deputy CIA director had no qualms about advocating the assassination of foreign leaders, even presenting a plan to Smith in early 1952 to kill Stalin at a Paris summit meeting. Smith firmly rejected the plan. He shuddered at the thought of Dulles taking over the top spot at the agency.
