On March 4, 1953, Allen appeared at a National Security Council meeting in the White House armed with seven pages of alarming talking points. Iran was confronted with “a maturing revolutionary set-up,” he warned, and if the country fell into Communist hands, 60 percent of the free world’s oil would be controlled by Moscow. Oil and gasoline would have to be rationed at home, and U.S. military operations would have to be curtailed.
