Until we fixed the blinks we would not be fully effective. We needed operational teams to gather, organize, and relay data to analysts in Baghdad, Tampa, and Washington. These analysts would then need to examine the data and communicate conclusions to the original team for follow-on action. Simultaneously, we needed to disseminate the relevant takeaways to the thousands of people in our organization; and we needed administrative higher-ups to modify operations and allocate resources based on the analysis.
