Now motion cannot be essential to matter, if matter can be conceived at rest. Hence I infer that neither motion nor rest are essential to it; but motion being an action, is clearly the effect of cause, of which rest is only the absence. When nothing acts on matter, it does not move; it is equally indifferent to motion and rest; its natural state, therefore, is to be at rest.
