Then, at the program level, we work iteratively, specifying for each iteration the measurable program-level outcomes we want to achieve. How to achieve these outcomes is delegated to teams working within the program. Based on the feedback from real customers after each iteration, we work to improve quality of demand, improve speed, and improve quality of outcomes.
