Goal-oriented requirements engineering has been in use for decades,3 but most people are still used to defining work in terms of features and benefits rather than measurable business and customer outcomes. The features-and-benefits approach plays to our natural bias towards coming up with solutions, and we have to think harder to specify the attributes that an acceptable solution will have instead.
