Burnham finally claimed that because of the bimodal distribution of intelligence between blacks and whites, “black students whose intelligence and academic performance persistently fall below acceptable standards should be steered as quickly and effectively as possible into job situations in which performance standards are less stringent … such as farm labor, dish washing, garbage collecting and the like” (Burnham 1993, 116).
