Operation Northwoods. This was a Cold War era plan put together by the Joint Chiefs of Staff during Kennedy's term that outlined the supposed hijacking of commercial airliners which would then be replaced with drone duplicates and flown into targets in Cuba. The odd thing about this document is that it sounds a bit like exactly what happened on September 11, 2001.
