Diplomacy, which still worked by traditional—somewhat leisurely—methods, lost touch with the emerging technology and its corollary warfare. Europe’s diplomats continued to assume that they were engaged in a common enterprise. They were reinforced in that approach because none of the many previous diplomatic crises of the new century had brought matters to the breaking point.
