Well, Scaliger (partially) solved the problem by turning his attention to the three basic units upon which virtually all workable calendars are based, namely, the Solar Cycle, the Metonic Cycle and the Roman Indiction. In simple terms, the Solar Cycle is completed every 28 years, the Metonic Cycle every 19 years, and the Roman Indiction every 15 years.
