The CEV dynamic is supposed to act only when our wishes cohere. On issues on which there is widespread irreconcilable disagreement, even after the various idealizing conditions have been imposed, the dynamic should refrain from determining the outcome. To continue the cooking analogy, it might be that individuals or cultures will have different favorite dishes, but that they can nevertheless broadly agree that aliments should be nontoxic.
