Morgan spent more than a billion dollars in America on behalf of the British government, no less than 45 per cent of British war spending in those crucial months.17 In 1916 the bank’s purchasing office was responsible for Entente procurement contracts valued in excess of the entire export trade of the United States in the years before the war.
